The Energy Performance of Building Regulations came into force over the period April 2007 to October 2008.

 

Energy Performance Certificates (EPCs)


Energy Performance of Buildings Regulations 2007

 

 

If you fall into the categories below you must act now.

The objective is to promote the improvement of the energy performance of buildings.

 

Here is a brief synopsis.

The primary objectives of the regulations are:-

1. To produce Energy Performance Certificates (EPC’s) for Buildings.

2. To Display Energy Certificates (DEC’s), including a numeric indicator.

3. To undertake an inspection of Air Conditioning systems.

The deadlines set within the above regulations are as follows:-

a) EPC’s are required for the sale or rent of buildings over 500 square meters from the 6th April 2008.

b) DEC’s are required on all public buildings over 1,000 square meters from 6th April 2008.

c) EPC’s required on all buildings for sale or rent from 1st October 2008.

d) First inspection of Air Conditioning systems over 250kW must have been completed by 4th January 2009.

e) First inspection of Air Conditioning systems over 12kW must have been competed by 4th January 2011.

The above requirements are enforceable by the Weights and Measures Authorities.

Climate Bill ratified as Legislation 26th November 2008.

The Climate Change Bill was introduced in Parliament on 14 November 2007. The bill sets out legislative requirements for the UK’s framework on climate change.

Planning Policy Statement 22:

Companion Guide.  

A new planning white paper, proposes to make it easier for householders to install microgeneration amongst other things, subject to limitations on noise, amenity etc. The Government response to the white paper can be found here.

 

 

Wind turbines will be alowed as permitted development a soon as standards and safeguards on, in particular, noise and vibration have been satisfactorily resolved. Further limits and conditions will be:

 

Wind turbines on Buildings.

- Less than 3m above ridge (including blade).

- Diameter of blades less than 2m.

- No permitted development in conservation areas of World Heritage Sites.

 

Stand-alone Turbines.

- Less than 11m in height (including blade).

- Diameter of blades less than 2m.

- At least 12m from boundary.

- They should not face onto and be visible from the highway in conservation    areas or World Heritage Sites.

- They should not be installed in cartilage of a listed a listed building.

The analysis published Feb 2009 by the Scottish government “those in favour of a more permissive approach argued that the efficiency of the micro-generation  equipment and the importance of reducing carbon emissions should justify a higher level of acceptable impacts on properties and amenity.”

Welsh Assembly Government.

From 1 September 2009, Permitted Development Rights will be extended to allow a greater range of domestic microgeneration equipment to be installed without requiring planning permission, subject to specific criteria.
